The College extends full cooperation to every citizen seeking information about its functioning and discharge of public responsibilities.

About the Right to Information Act, 2005

The Right to Information Act, 2005 is a landmark legislation enacted by the Parliament of India that empowers every citizen to seek information from any public authority. The Act establishes a practical regime for citizens to obtain access to information under the control of public authorities, in order to promote transparency and accountability in the working of every such authority.

As an institution receiving aid from public funds, Sri Guru Gobind Singh College falls within the ambit of the Act and accordingly facilitates access to information through its designated Public Information Officer.

Procedure for Filing an RTI Application

Applicants are advised to follow the procedure outlined below to ensure that their request is processed without delay:

  1. Submit a written application in English, Hindi or the official language of the area, addressed to the Public Information Officer of the College.
  2. Clearly state the particulars of the information sought, along with the period to which the information pertains.
  3. Provide the applicant's full name and a valid postal address for correspondence. Personal details beyond those necessary for contacting the applicant are not required.
  4. Enclose the prescribed application fee in the form of a Demand Draft, Indian Postal Order or Banker's Cheque drawn in favour of the College.
  5. Submit the application either in person at the College office during working hours or by registered/speed post addressed to the PIO.
  6. Retain a copy of the application and proof of fee payment for future reference.

Note: Fees are payable as notified by the appropriate Government and may be revised from time to time.

Statutory Response Timelines

30 days
Standard requests — The Public Information Officer is required to furnish the information sought within thirty (30) days from the date of receipt of the application.
48 hours
Life and liberty matters — Where the information sought concerns the life or liberty of a person, the same shall be provided within forty-eight (48) hours of receipt of the request.
40 days
Third-party information — Where the request relates to information furnished by a third party and treated as confidential, the response period extends to forty (40) days to allow for due process.

Appeals Procedure

First Appeal

An applicant who does not receive a decision within the prescribed period, or who is aggrieved by the decision of the Public Information Officer, may prefer a First Appeal to the First Appellate Authority of the College within thirty (30) days from the expiry of the prescribed response period or from the receipt of the decision, whichever is applicable.

Second Appeal

Where the applicant remains aggrieved by the order passed by the First Appellate Authority — or where no such order is received within the prescribed time — a Second Appeal may be filed before the Central Information Commission (CIC), New Delhi, within ninety (90) days from the date on which the decision should have been received or was actually received.

Suo-Motu (Proactive) Disclosure

In furtherance of the obligations cast upon public authorities under Section 4 of the RTI Act, 2005, the College proactively publishes information concerning its constitution, organisational structure, functioning, courses of study, admission procedures, fee structure, infrastructural facilities, faculty profile, and institutional reports through this website and other public channels — thereby minimising the need for citizens to file formal requests for routinely available information.
