It is an academic discipline that studies and analyses the machinery and procedure of government — centrally concerned with the organisation of public policies and programmes, and with the behaviour of the officials formally responsible for their conduct. As a field of inquiry with a diverse scope, its fundamental goal is the advancement of management through the application of innovative ways to enhance the functioning of government. It is a combination of theory and practice.
Public Administration was born as a discipline in 1887. As an activity, it is as old as human existence itself. Its intellectual roots lie in the magnificent and phenomenal thoughts of Thomas Woodrow Wilson, who is reckoned as the father of the discipline. He is credited with acknowledging the contribution of Public Administration in the ever-transforming scenario of democratic polity — its advocacy as a science, and its relevance as a distinctive discipline.
At Sri Guru Gobind Singh College, the Department was set up in 1966, with Prof. Sucha Singh as the first faculty of the subject. With the constant and adamant approach of the Department's members — and the discipline's perplexing scope, interdisciplinary reach, and high probability of employment in the corporate sector, civil services, administrative domain and market arena — admissions have shown an upward trend, favoured by both genders.

The Department maintains a well-equipped Departmental Room. The College library carries a wide collection of books on the subject, and the Department keeps its own collection of titles to serve the needs of financially weak students through a working book-loan arrangement.
